LEPC
Local Emergency Planning Committee
The Local Emergency Planning Committee (LEPC) operates under SARA Title III / EPCRA (the Emergency Planning and Community Right-to-Know Act) and carries out any other lawful duties assigned to it by Harper County or by the Kansas Commission on Emergency Planning and Response (CEPR), also known as the State Emergency Response Commission (SERC).
The LEPC develops a chemical emergency response and preparedness plan for Harper County and sets procedures for its public information and education duties. This work supports the Community Right-to-Know laws, which are meant to protect the county from exposure to chemicals that are produced, used, stored, or transported within the county.
The Harper County LEPC:

Receives and answers requests for information from the public.

Notifies the public of all LEPC meetings and activities.

Performs a hazards analysis using reports from facilities operating in the county and by reviewing transportation risks.

Builds and maintains a database of hazardous chemical locations and quantities in the county.

Maintains a system for managing that data.
-
Keeps information on all facilities that make or store Extremely Hazardous Substances (EHS) and includes it in the emergency response and preparedness plan.
LEPC meetings are open to the public.

Public Notice Community Right To Know Accessibility of SARA Title III Hazardous Substance Information The Superfund Amendments and Reauthorization Act (SARA) Title III requires that state and local emergency planning committees make information on hazardous chemicals in their community available to the public.
You Have the Right to Know:
What hazardous chemicals are used, stored, or released in your community.
Where those hazardous chemicals are located.
How much of each hazardous substance is stored.
What health and physical hazards those substances may pose.
