​Payment of Property Taxes Under Protest

Kansas law allows property owners to pay their property taxes under protest if they disagree with the valuation or classification of their property. Filing a payment under protest ensures your taxes are paid on time while preserving your right to appeal.

Who May File a Payment Under Protest

You may file a payment under protest only if you did NOT file an equalization appeal on the same property for the same tax year. If you protested the first half of your taxes, you may not protest the second half.

Important Deadlines

  • The Payment Under Protest Application must be filed with the County Treasurer:

    • On or before December 20, or

    • At the time taxes are paid, if paid after the deadline

  • If taxes are paid through an escrow or mortgage company, the protest must be filed no later than January 31

How the Process Works

  1. Pay your property taxes in full and submit a completed Payment Under Protest Application to the Harper County Treasurer.

  2. The County Appraiser’s Office will contact you to schedule an informal meeting.

  3. If you disagree with the outcome of that meeting, you may file an appeal with the Kansas Board of Tax Appeals (BOTA) within 30 days of the mailing date of the appraiser’s decision.

Appeal Options

Depending on the type and value of your property, appeals may be filed with:

  • Small Claims Division (most single-family residential properties)

  • Regular Division of the Kansas Board of Tax Appeals

Appeals must include required documentation and any applicable filing fees. Failure to file within the required timeframe may result in dismissal of the appeal.

The State Examiner is at the courthouse every MONDAY to test and issue new drivers licenses, Commercial Drivers Licenses, Conceal Carry and any drivers license with a restriction. If you are not sure if you have a restriction you may call the courthouse with questions.
